John Buckley has served as an independent arbitrator in national and international disputes in complex, high-value cases. A Fellow of the College of Commercial Arbitrators and the Chartered Institute of Arbitrators, he has served as chair, sole arbitrator, and co-arbitrator in institutional (AAA, ICDR, ICC, and CPR) and ad hoc arbitration. He is on the panels of the American Arbitration Association, the International Centre for Dispute Resolution, and the CPR International Institute for Conflict Prevention and Resolution. He is a member of the Dispute Settlement Roster of the U.S.–Mexico–Canada Agreement (USMCA).
As an attorney and partner of Williams & Connolly LLP for more than four decades, he was lead counsel in numerous arbitration and commercial litigations at the trial and appellate level in a wide variety of cases. He founded and led the firm’s International Arbitration Practice, acting as lead counsel in commercial and investor-state cases. In recognition of his advocacy skills, professionalism, ethical conduct, and collegiality, he was elected a Fellow of the American College of Trial Lawyers.
He has taught advocacy in international arbitration at Yale Law School as a faculty-appointed lecturer and is a frequent speaker at arbitration conferences and other professional forums.
He is a member of the Arbitration Committee of the U.S. Council for International Business (ICC’s U.S. national committee) and its Task Force on ADR and Arbitration. He is a member of CPR’s Council and Co-Chair of its Rules Revision Committee. He is a member of the London Court of International Arbitration’s North America Users’ Council, the Advisory Board of the Institute for Transnational Arbitration (ITA), and the International Bar Association’s Arbitration Committee. He was a delegate to UNCITRAL Working Group II (Expedited Procedures).
He was a law clerk to Judge John Minor Wisdom of the U.S. Court of Appeals for the Fifth Circuit and to Justice Lewis F. Powell Jr of the Supreme Court of the United States. He was also Special Assistant to Hon. Edward H. Levi, Attorney General of the United States.
He earned his A.B., magna cum laude, Phi Beta Kappa, from Georgetown University and his J.D., with honors, from The University of Chicago, where he was Editor-in-Chief of The University of Chicago Law Review and was elected to the Order of the Coif.
Mr. Buckley is admitted to practice in the State of New York and the District of Columbia.
Disclosure
Mr. Buckley retired as a partner in Williams & Connolly LP (“the firm”) at the end of 2017 and is now employed by the firm as Senior Counsel. He has no equity interest in the firm and does not share in the firm’s profits.
He conducts his activities as arbitrator independently from the firm. The firm does not share in any fees he receives as arbitrator. He does, however, use the firm’s conflicts system to determine if the firm has any connection with any of the parties, persons or entities involved in the arbitrations in which he participates. He relies on parties to provide complete and accurate conflict checklists prior to his accepting an appointment and to update those checklists later as appropriate.
